Dr. Chow is a Maui-based aerospace engineer specializing in space domain awareness and cislunar astrodynamics. He holds an MS in Aerospace Engineering and a PhD in Astronautical Engineering from the University of Southern California. In 2021 he received the AMOS Conference Best Paper Award from the American Astronautical Society for his research in cislunar orbit determination. He has co-authored reports on U.S. Space Force cislunar readiness and has spoken at industry events alongside Air Force Research Laboratory leadership.
May leads Cloudstone's business operations. With a business degree from Cornell University, and over 28 years in DoD contractor experience, May performs the COO and CFO duties for Cloudstone. She has helped scale the Panopticon sensor network to its current global reach.

SDA TAP Lab — Foundational member, Apollo Accelerator
Cloudstone has been a foundational member of the U.S. Space Force Space Systems Command's SDA TAP Lab Apollo Accelerator from inception to now, participating across multiple cohorts. Cloudstone integrates Panopticon into an automated space battle management workflow and provides dim-target tracking via their optical surveillance network.
Ohio State University — Space Surveillance Network
Cloudstone installed and commissioned the Panopticon system at Ohio State's Smith Laboratory, joining OSU to the U.S. Space Force Space Surveillance Network. On night one of operations, the telescope tracked over 130 objects and began contributing uncorrelated track (UCT) data to the Space Force catalog.
Saber Astronautics — Space Sensor Marketplace
Panopticon units joined Saber Astronautics' global Space Sensor Marketplace, extending the reach of U.S. Space Command's Responsive Space Operations Centre (RSOC). The RSOC supports civil and military spacecraft operations including mission support to U.S. Space Command.
DoD SBIR Phase I & Phase II awards — $3.67M total
Cloudstone has been awarded DoD SBIR Phase I and Phase II contracts totaling $3,674,401 to advance the Panopticon EO surveillance system and the Illuminos and Launchlock algorithm programs — delivering time-critical SDA intelligence to the U.S. warfighter.
